According to conservative estimates, this program tripled from 1977 to 1982 and now involves over 15,000 scholarships. This figure becomes dramatic if we compare it with the total of only 600 odd scholarships that the United States provides two people in this area. We all know that in communist countries, along with professional or technical knowledge, such scholarship holders are thoroughly brainwashed and converted into friends of communism and falls of democracy and free enterprise.

This long term ideological strategy could not go unchallenged, at least not in our state. For this reason, in 1985 Senator Bob Graham, then governor of our state, took the initiative to set up the Florida Inter American Scholarship Foundation. Four weeks ago today I was in Leningrad. I'd like to share with you a few impressions of a first trip to the Soviet Union. The most dominant impression is one of disbelief. If you go to a country like Germany or Japan or England, and someone were to suggest that this country is a major competitor of the United States, what you see around you would make sense.

You can agree that those are countries which appear to have a standard of living and economic system upon which you could base some level of parody with the United States. The disbelief is that the Soviet Union, given so many obvious problems in its society, can be a significant competitor to the United States.

Just let me give you a few examples. Flies. When we first arrived in Leningrad, I was struck with the fact that there weren't very many people in the street. This was on a Friday afternoon, which I thought would be a relatively busy time. The people that you did see were all clustered up, uh, in a line before a specific store.

We were told a story which apparently is a common joke within the Soviet Union of a man standing in line to buy vodka. He'd been in the line for about two or three hours, hadn't shown much movement. He turned to his friend on the line and said, I'm going to go over the Kremlin and I'm gonna shoot.

That s O B. Gorbachev. I'm tired of standing in line so he leaves, comes back in two or three hours his friend says. Well, did you do it? He said, Hell, no. The line to shoot Gorbachev was longer line, very inadequate housing. We visited a what was described as being a better than average home in Leningrad, which was a home that would be maybe two thirds the size of the area of the parquet floor over here.

In that space you had a kitchen, a room that served as the bedroom, dining room and living room, a small library because the father in this home was a PhD physicist and a bathroom, which was shared with three other families that was described as being a better than average home in the Soviet Union.

We were told that the Soviet Union has not been keeping up with housing in terms of their population growth, so that the standards of housing have been declining in the last decade. We also saw a very depressed attitude. On Friday night, we attended what was described as a variety show, which was supposed to be representative of popular culture.

It turned out to be a rock concert that shows what influence that we're having around the world, and about a third of the songs were sung in English. But one of those songs, if any of you know the Michael Jackson song Bad Well, that was one of the songs that were sung at this concert, and at the end of this very energetic song and dance of bad, the audience responded with applause that would have been restrained if it were a concert sonata.

Uh huh. Exactly. Gorbachev has seen the fact that this system has got to change and so has initiated a number of programs which have fancy names. One is called perestroika, which is an effort to reform the economy. Another is called glass nose, which is a new openness, and a third is new thinking, which is the relationship between the Soviet Union and the rest of the world.

He is encountering some very serious resistance points in this one is within the bureaucracy. We're about 20 million people are about 8% of the workforce. The Soviet Union is involved in the central planning mechanism and they feel very threatened by any program which would have the potential of causing them to lose their jobs or lose the security which their position has.

They're also facing a considerable about of internal restiveness. Uh, this is the 1000 year of the Russian Orthodox Church. One of the great experiences of my life was to attend Easter service at the Vatican of the Russian Orthodox Church, a monastery north of Moscow, and to see thousands of people standing, uh, in front of in and around the church to celebrate Easter.

I had attended a Passover service at a home in Leningrad and the same rising interest in religion. There are more members, the Russian Orthodox Church in the Soviet Union today than there were in 1917 at the time of the revolution, even though there's been 70 years of trying to impose atheism on the people.

Another constraint that Gorbachev has faced with is the limited dollars that are available to carry out these programs, and it's causing the necessity for a cutting back, a ringing in of Soviet initiatives. They say that in the area of foreign relations that the Soviet Union is the only nation in the world which is surrounded by hostile communist states.

Uh, they have a very paranoid feeling about those countries which supposedly other allies. Another joke that we were told was. The bad news is the Chinese have just landed on Mars. Soviet Union has found that it's a lot less expensive to provide scholarships for students than it is to be trying to use their old style of intelligence and military extension to exercise their control over countries. And so they have undertaken a massive program of scholarship increase.

The first visit by Russian foreign minister to South America took place last year when Chevron Nazi visited a number of capitals in the Latin America. At every stop, he announced additional scholarships to be available for students from that country to come and study in the Soviet Union.

And not only are they increasing the number, but also they are targeting example Panama, which is has been one of the major recipients of Soviet scholarships. They are now providing 25 scholarships a year to the Patrice Lumumba Technical Institute to study canal maintenance and canal operation doesn't take a rocket scientist to figure out what they're trying to do without training.

Also in Panama, they targeted areas such as journalists, education, health sciences, public administration so that they are insinuating into the population and into the Society of Panama. People who have skills, people who have a particular political philosophy in very sensitive positions. What should the United States response be to all of this?

One is, I think, that we need to see this as a time of opportunity for this country. We need to do things like be certain that we link to what the Soviets want, which is a reduction in their military expenditures through disarmament talks, some of the things that we want, which are the Soviets, to get out of all of these regional adventures that they have been involved with.

We met on Wednesday in the Kremlin with a number of Soviet political and military officials, and I asked the question Now that the United States is no longer providing military aid to the Contras in Nicaragua, what are you going to do about providing military assistance to the Sandinistas?

The basic formula is going to be a dollar of federal money for a dollar of either state or privately raised money.
